Research:

Assessing the taxation of SMEs in Rwanda

The Institute of Policy Analysis and Research – Rwanda (IPAR) in conjunction with YES Rwanda, are carrying out this research to assess the issues that Small and Medium Enterprises (SMEs) face in paying taxes. The focus will be to evaluate the services that Rwanda Revenue Authority (RRA) offers to these tax payers and to establish the technical challenges that SMEs might be experiencing in the payment of some taxes. Using both quantitative and qualitative data, the findings from this research will provide insight and policy recommendations for dealing with issues of tax administration for SMEs who form the largest share of tax payers.

NATIONWIDE YOUTH ORGANIZATION MAPPING AND YOUTH ORGANIZATION ACTIVITIES FIELD SURVEY 2009

To help facilitate accurate and up to date information on youth issues, specifically information surrounding the current environment for youth employment and entrepreneurship development, YES Rwanda with the support of the Ministry of Youth and the National Youth Council carried out a Youth Organization Mapping and Youth Organization Field Survey during the last months of 2009.

Survey information provided data gathered regarding youth organization activities in the field. This data can be used to identify youth organizations’ sectors of operation and also help empower the youth through a variety of measures.
The survey data indicates that unemployment among Rwanda’s young people cuts across all social and economic strata. Both educated and non-educated young people find it difficult to find jobs, and very often when they find them, the remunerations are low; working conditions are poor; and security almost absent. The few available opportunities often are not matched with the skills that the youth possess. Opportunities for young people to rediscover and harness their potentials are hardly available. These situations result in many young people lacking in self-confidence, a factor that also undermines their productivity and career prospects.
Of the challenges identified during the mapping exercise as well as in the field survey for these activities, the three primary ones discussed with Rwandan youth and specifically regarding employment and entrepreneurship issues were:
1) Current levels of access to finance
2) Need for vocational training and capacity building
3) Current youth mind set and level of empowerment

The Aspire Project

The Aspire Project is one of YES Rwanda’s projects under the Youth Livelihood and Education Program. The project builds youth expertise in the areas of employability and skills training, basic and vocational education, job placement, small business development services and advocacy. It aims to successfully address the growing unemployment problem in Rwanda by targeting impoverished youth and equipping them with basic skills this will enable them to participate in labour market.

The Aspire Project uses market-driven program designs to improve youth employment success.

Strategies:

  • Determine employment market sector needs through research and studies.
  • Conduct baseline surveys of skills, education and income levels among the target group.
  • Develop training modules for the target group according to sector needs.
  • Public and private-sector linkages and advocacy to secure job placement for trainees.

Aspire achievements:

During July 2009 YES Rwanda trained 30 youth from Kinyinya Child Headed Household Village to enable them to have better access to the labor market. During the three months of skills training and the internship period, the project participants covered 8 modules including: Introduction to the hospitality industry and hospitality facilities, Food and beverage service and service equipments, Service theories and practicalities, Wine and bar knowledge, Effective customer service skills, Ethics and behavior change, Basic and practical English and French, and Confidence building.
